This is the final report of the evaluation conducted by Cramer Fish Services to understand the potential effect that a proposed water exchange between the Oregon Department of Fish and Wildlife and the City of Cascade Locks may have on the temperatures of the Herman Creek Cove. The report notes that the Cove's function as a cold water refuge should not be effected by the water exchange.

Herman Creek Study Plan - August 2010 (PDF, 1MB)
Attached is a copy of the plan that Nestle Water’s consultant, Cramer Fish Sciences, is following to evaluate the potential effect that a proposed water exchange between the Oregon Department of Fish and Wildlife and the City of Cascade Locks may have on the temperatures of the Herman Creek Cove. The cove is a cold water refuge for fish migrating up the Columbia River. The plan is a direct outcome of a meeting held in May 2010 with salmon and fisheries stakeholders including representatives from Trout Unlimited and the Association of Northwest Steelheaders. The purpose of that meeting was to introduce the water quality and quantity data collection program that Nestle put in place in and near the Springs and Herman Creek, and to seek input as to whether additional data needed to be collected.
Participants at the meeting questioned if there would be temperature increases to Herman Creek and the cold water cove at the mouth of Herman Creek and the Columbia River. This plan was developed by Cramer Fish Sciences, with input from representatives of Trout Unlimited, the Association of Northwest Steelheaders and the Native Fish Society, to better understand current conditions in Herman Creek, and how they may change over time if a water exchange is to take place.
We appreciate the input these groups provided into this effort. As a result, data regarding the temperature and other characteristics of Herman Creek will be available for the first time, enhancing everyone’s understanding of the role Herman Creek provides for migrating fish. -
